here is a couple of shots I did, not a huge storm but small enough to represent snow.
I actually built a separate "snow" layer in photoshop with an alpha channel. But I took it and animated motion in after effects as an animatic, it came out real nice. Click to View

When met with a similar situation (back in V1 days), I created small FF snowflakes using the sphere and sizing down. Then I randomly elevated them, keeping them all in the same horizontal plane. What I ended up with in essense was a sheet of snowflakes that i just put in front of the camera, almost as if you were using a filter. If a shot needed a greater sense of depth, I just duplicated the snow wall and layered them. It's not as tedious as it sounds, and I found it very useful. I've attached a sample.

If you were to go the After Effects route, you do have a couple of options which would give you exactly what you are after. The plugin Trapcode Particular or similar would give you the following sort of result; and this can be easily animated too.
